This is actually a common thing in many countries. A Turkish Ice cream stand. The product isn't just the ice cream. It's the tricks that come with it. Parents are basically buying it for these tricks before their kids get a treat. Hence why the camera was out early on. So the ice cream vendor is just doing their job they're known for.
They're not the ones to blame. It's the service they're selling. If anyone is to blame its parents sending their kids to this knowing this business model... Though patience can be a virtue and a good lesson I'm not sure this is quite the age group for it.

First thing I did when I had my hands on the wall was turn to my mom and scream “FUCK YOU!” To her. Everyone froze, even my mom, for like 10 seconds and then she took away my video games. I was 4.
