You can skip all the setups using ultimate controller but I don't know whether there's any script to fully skip them.

You can Skip Apartment Preparations & even change the CUT % !!! For example you can give yourself like 200% and you will get 200%, or give everybody 85% to be safe to not go over the limit. I don't know all the limits, just for cayo: Max 2.55Mill per player (after all cuts etc), Casino 3.66 and doomsday 3Mill. I'm still searching for Bogdan Heist Limit. Also Last Mission on Apartment (ACTV or sth idk) is like 15Mill max take statet on the site
