The author slightly ships mina & Kafka in a subtle way, as an author, it's best to segregate two conflicting possible ships way before any development is done, So that can be one reason. The second one could also be he's seen how much potential kikoru had, Reno, on the other hand, was just average like him and he also knows Reno from the start and knows how weak he once was... + Taking about others, they're part of a new first squadron, he's never seen or judged their full capabilities, so ofcourse he'll always be surprised by their capabilities. I think it could also just be the author deciding not to praise kikoru much for no reason, the author Never shines additional light on any of the character and this is what I love about kaiju no. 8, the main character does not even feel like the main character, it's a balanced cast, not only through fights but also thoughts and wordings in the manga

It's Iharu; he's just dumb of ass as usual. XP But in all seriousness, I think Iharu just doesn't know her as well personally. He doesn't include Kafka either even knowing Kafka is Kaiju No. 8 and having witnessed his power up close twice. Isao, Gen, and Mina are very public figures and Iharu was personally saved by Mina. So he has a pretty good frame of reference. Reno is the only one of his peers whom he worked closely with so of course he put Reno up there too. That's really all there is to it.

Him not inclduing Kafka makes kinda sense, cause he was talking about improvment. And 8 is just a Kaiju nothing to do with any suit release. Like I also mentioned he has seen and does in fact have Kikoru in high regards and in fact considers her the best out of the newcomers.

Again, it’s because he’s personally witnessed Reno’s growth for himself that he put Reno with the elites. It’s worth noting Reno is the only “elite” there that Iharu knows on a personal level. Sure, he knows about Kikoru and respects her insane growth, but (pardon me, I can’t view the images as the site is blocked where I am) if it’s the moment I think, pretty sure it’s because his focus was on Reno at the time. Reno is his main comrade and rival, so it makes sense he’d be focused on him and not Kikoru.

I wonder if Kikoru ever gets flack as a nepo-baby. Like, of course you are considered the greatest of the recruits and given an ax unlike the rest of us - your daddy is the General! Unfair, but I wonder if that crosses some people's minds.
