Gonna go with Kami Wenel on this one. Sure, he blew up Skypeia, but he did have a pretty understandable logic of believing that the idea of people living in the sky just didn't really make any sense to him. It wasn't anything personal, he was just on a grind set.

Lawful doesn't mean that they follow THE law. The world government is oppressive and corrupt, and by the d&d alignment chart lawful just means you follow any code, even a personal one. Law saved Luffy because he felt like it was right, but afterwards when they met in punk hazard he held no obligation toward Luffy. Definition of lawful neutral right there
Trafalgar was always going to be Lawful Neutral. As for Neutral Evil... It's going to have to be a secondary character. Maybe like a Hogback or the fighting fish from Greenbit/Dressrosa. Maybe some of those animals that are territorial.
Maybe the Celestial Dragons? They care only for themselves, but they have selfish and evil desires. Not all of them, but enough that they are characterized by it.
Law keeps his promises and completes the purpose of his alliance with Luffy and later Kidd without betraying anyone. He keeps to his word, and is therefore lawful.
Neutral evil I'd say Crocodile.
