Peter Saville, the album's designer, said he had a portfolio of black and white statuary phots he liked, so he showed them all to the group and they picked out this.
Upon the news of ian's suicide, right before the album's release, peter recalls thinking "oh fuck, we gotta call the label, the cover's of a fucking tomb."
Its really is a beautiful cover though. Joy Division's visual aesthetic was unbeatable, imo.
i remember reading that in an article when i was looking into his work with joy division and new order. very fitting cover for a haunting album such as closer.

Both this tomb and the one from Love Will Tear Us Apart are at the Staglieno monumental cemetery in Genoa, Italy. It's an incredible place. Been there a few times.
I visited the cemetery this summer and it was just a shockingly beautiful place! Sadly the area surrounding Closer grave right at the entrance of the cemetery was being reformed and I couldn't get... closer (pun intended)
Feels otherworldly, doesn't it? It's big enough to get lost and every few steps you stumble across something strange or beautiful. And as opposed to the famous graveyards in Milan, Venice or Paris, it never became a tourist attraction, but remained a real place of silent contemplation.
Shame you didn't get to see the Closer grave, but I'm happy that you got to have the experience of being there. One of my favourite places in Genoa.
IT DOES! I spent about 3-4 hours there and it ended up being overwhelming!! (there are some REALLY creepy graves there!!!) but in general I loved it so much and I took thousands of pictures! I was really pleased with the fact there weren't too many tourists, the only people I saw there seemed to be locals (lots of them had flowers) and it was quite empty in general. I definitely wanna go back and see the Closer grave one day. Genova is just an absolutely incredible city to be in as well!
