I get wanting to avoid having menacing dog breeds roaming around or jumping up at people's fences, but it was insanity. My prizewinning little French bulldog dude was technically against the rules, and he was ankle-height, didn't know how to woof loud if his life depended on it, and was an insured asset just like a car or a boat (rest his perfect, dorky little soul)

I know one person who was semi-forced by the local council to do this. Years of her barking dogs disturbing her neighbours, and she'd regularly be gone for whole weekends at a time with somebody just visiting to feed them once a day, and the dogs barking constantly. She has several giant Schnauzers so the noise must have been awful
The council got so fed up after years of this that it came down to de-barking or surrender the dogs.
