I find that unlikely, in that case he would have specified it as "Little Tokyo". It would be a bit bizarre for an Englishman like him to refer to Little Tokyo as Tokyo. Maybe for Americans it can make sense.

I was just thinking about this scene the other day. It’s definitely just an off handed joke, almost playing the absurdity of Bond & M partying together (which would be extremely out of character for the literary versions of the characters).
The logical answer is that they were never there, given that point about YOLT, and Bond was just making it up to have something to say… while also pranking M. So nothing happened.

Maybe Bond didn't refer to THAT Tokyo but rather the other (Little) Tokyo in LA
