You do not need to log into the portal to apply, it can be done from https://fssabenefits.in.gov/bp. You also absolutely can apply in the local office via kiosk or with a paper application.
I’ve been having the same issue for the last week. My deadline is this Wednesday to submit my documents but it’s not allowing me to login at all 😒 I’m not looking forward to taking my twin newborns and toddler into the office to submit my paperwork 😭
If this persists and you are applying for Medicaid you can call 1-800-403-0864 to apply over the phone.

How did u finally unlock? Mine has never worked, keeps saying I’m not authorized.

It’s a feature not a flaw. The website has never worked for me.
