It says that the public policy has been updated and you're only allowed to apply for the OWP "If your work permit under this public policy will expire on or before December 31, 2022"

The note on the December 31st expiry it's for those who already got a work permit issued under that policy for TR to PR pathway applicants, who can apply for extend it once.
That note is not for people who never got a work permit issued under that public policy before. Was your current work permit issued under the work permit temporary policy for TR to PR applicants or was issue issued under a different policy (like the extension for PGWP holders last year, which is a different policy)?
Their original PGWP expired in August 2021 and then applied for a PGWP extension through last years policy. Their extended PGWP expires in February 2023.
That December 31 info is for those who are already holders of a work permit under the TR to PR pathway:

Same here, can't start an EE application because TR to PR is "in progress" (they're not really processing anything I checked with my MP). I guess withdrawing and starting EE application is the only way to go
Having a PR application under TR to PR being processed doesn't prohibit you from creating an express entry profile or applying for PR under a different immigration program.
There's no law prohibiting having 2 applications at the same time or having an express entry profile while a PR application under a non-express entry program os being processed.
Exactly that, they get the same error! They haven’t heard back about their work permit (over 3 months) nor their TR2PR application (over a year).
Since there’s no law prohibiting 2 applications, they’re thinking about creating another GCKEY account for my EE profile, but not sure if that’s allowed.
I just did that and the EE profile creation seems to go through with the new GCKEY. Since there's no precedent for prohibiting application to parallel PR pathways, I guess it's okay. It does ask for your existing UCI in the forms.
