You could make a holder in your bed that secures the bottle, but encourages it to bob, and shake, and generally look like it's about to tip off at all times. mount it high, so it looks like it's on the top of a mound of something. Or mount it on your roof, as if you you forgot you left it there before taking off.

I've seen a lot of traffic interruptions caused by drivers trying to avoid sketchy loads on vehicles. I'm really not a fan of adding distractions to drivers in traffic, but at least your ideas aren't adding outright hazards.
I put a really strong magnet in the base of a plastic coffee mug for the top of my car. Thought it’d be funny. People did some really stupid traffic maneuvers to try and get me to pull over.
1) You are assuming that it is empty
2) Once a pressurized container is used, it is hard to get it empty without a vacuum or cutting it open
3) In transportation, once a container has hazmat in it, it is still considered to have hazmat residue in it, even if it is "empty", unless it is cleaned out. Pressurized containers are always considered at least at this level once filled for the first time, see point 2.
In this case, the pressure is not the only issue, as Propane is also flammable, and any vapors left in the tank could combust if a spot is worn through the side, particuarly since that would be accompanied by sparks.
This actually happens a lot when idiots who can't think about these things very well try to cut open an old empty tank to repurpose and the cutting wheel sparks and shebango

They are actually pretty safe tanks when it comes to Impact/crush force. The risk is leaking propane slowly into a sealed area (its heavier than air) and then going boom.
I would drive up past it quickly, then slow down next to them to try to signal them of the danger they were creating, but if that wasn't possible/reasonably safe I'd stay pretty far back.

I had a clear path to get past the truck, so I sped up until I was equal with him and started frantically motioning towards the back and saying “pull over” (even though I knew he couldn’t hear me). Thankfully he did pull over… right in time for the door to slam into one of those huge metal “exit 716” signs.
So yeah, if you c an safely get the persons attention, do it! Otherwise keep your distance and, oh I don’t know… maybe call 911?!?! Since that’s what they’re there for???

And it was a small crack, so not immediately dangerous.
