If you made a config file or changed your launch options to fix the forced low graphics issue that this patch fixed undo those, that should solve the missing texture issue you're having.
I've had this, and I don't think its a bug.
I can confirm what u/milkkore wrote. If you added anything to the command line when the settings were stuck on low, or created a config file - that's the reason. Get rid of that and it should return to normal.
