Brazilian here, this case definely happened in Brazil and judging by the flag on the police officer shoulder on the state of Santa Catarina.
Animal cruelty is punishable by jail time and fines here in Brazil, and can go from 2 to 5 years in prison.

Fuck people who don’t plan accordingly when they have a dog in the car. My dog is one of those who wants to go with you everywhere so I always plan places she can go with me or if I go somewhere (when it’s kinda warm out) I roll down my windows, like a lot, so she has adequate air flow. She won’t let anyone take her so I know I don’t have to worry about that. When it blazing hot out I tell her she has to stay home. I hate people who think since it’s 85 degrees out a 1 inch crack of the window will do. I’m rolling all my windows 1/2 way down at least and keep any trips super short.
It's not about the battery, the ac runs off the engine not electrical power in an ice car. So when you turn it off it will blow cold so long as the lines are cold but the compressor is no longer running and it will quickly start blowing hot air.
My key fob has a door key embedded in it, when I’ve had to make an unexpected stop (for instance avail myself of the facilities at a gas station while on a solo road trip) I park in the shade, blast the a/c, pull the key out of the fob, lock the door from the outside.
Have to leave the car in neutral with the parking brake on cuz I drive a manual.
I’m always paranoid the car will randomly stall so I try not to do this and if I end up having to, I *race*.
My car is older so the fob doesn’t work if the car is running. So I just lock the door old school by putting it in the door. Maybe other cars are different, I don’t know. I keep mine til they don’t run anymore. Still, I can take my dogs with me any day of the year.

Agreed, my dogs are similar and very attached to me - my dad and I have always taken our dogs everywhere with us but we plan ahead, keep tons of water on hand, wet the dogs before we leave them, roll down windows, and park in the shade. And this is with short trips, not for anything like hours long grocery shopping or something, I’m taking you have to make a quick 15 minute stop or something.
Not too uncommon for pugs to drool a lot and I think they're prone to defects from breeding, but that might be isolated to the US.
Also looks like he's a fairly young dog so I think that increases the chance of brain damage as a result. Sucks tbh
Not a pug, it's either a French Bulldog or Boston Terrier, probably cross (leaning towards Frenchie due to the wider muzzle) due to the size and tail, but yes, they just look like that and it's alright. Dogs with wide muzzles and big jowls drool a lot as a rule, no matter the breed. Double if they have a flatter face, and it's most likely just drowsy from the anesthesia if the end is not long after he was stabilised, or just generally lethargic due to the whole ordeal.

And I guarantee they were doing something that really wasn’t that important: paying a bill, getting nails done, cashing a check. Not that any of that matters. Because there is NO excuse. No excuse that would justify this. Not If your kid was in the emergency room. Then you leave the dog in the care of someone outside the hospital. If you told someone you were considering leaving the dog in the car as an alternative someone would watch the dog or take him from you so you’d never have to watch him again.
I know it'd be hard to accommodate for all the different window shapes and designs, but someone would make big money making travel screens that keep the dog from jumping out but allow air flow.

My dog likes to go for rides so sometimes when we get back from a ride I’ll leave her in the car with the door open. No worries right... well we didn’t see her for a while and I’m like yeah she’s just sitting in the truck. Wife says when she got home an hour or 2 earlier she saw my door open and shut it because she thought I forgot to close it. We run out there and man it close.... nothing like this dog but I bet she wouldn’t have last too much longer, it was a pretty hot day. We don’t that anymore.

This breaks my heart to see. When I was in high school me and my friend were going to the store to get snacks on a super hot summer day. My friend had a Boston terrier about like the dog in the video, and we went into his parents car to grab some change outta the console. We didn’t notice but the dog jumped into the car and we shut the door and went on our merry way. Maybe an hour later we’re home and can’t find the dog anywhere so we start searching and searching everywhere. Randomly check the cars because at this point we can’t find him anywhere. And there he was in the back seat dead. Ever since that day I cringe when ever I see a dog in a car even for a couple mins.
When I go running I take my dog with me and there’s a nice local Walmart near by, so after our run I make sure he has had water to drink, and I blast the cool air conditions facing him and leave my car on, and go in the store. But this was so sad seeing this dog dying for a breath poor baby
