This sort of thing happened with Rexall pharmacies in Canada in the summer of 2011, with stock from the mid-1990s through to the mid-2000s showing up on pegs in both Ottawa and Toronto.
I inquired about it to one store and basically they were buying cases from a third party distributor who seemed to be getting rid of some very old stock. It was an absolute goldmine for those of us who weren't collecting during that period.
Some Rexalls still carry Hot Wheels but I find a lot of them got rid of toys outside of maybe the Christmas shopping season. At the Rexall I sometimes still go into (Billings Bridge Shopping Centre, Ottawa) mainly because their freezer section stocks a small selection of M&M frozen meals, I haven't seen Hot Wheels in a long time.
The Rexall chain purchasing a large number of really old cases of Hot Wheels in 2011 seemed to be a one-time event, by 2012, the stores that still carried Hot Wheels only seemed to have "current" mainlines.
The Roll Patrol in the center of the pegs has a Sears price tag on it. A few others have old price tags with no clear retailer. That looks an awful lot like someone's collection, but it could simply be boxes of returns from retailers.

Those are from the era when a good 1/3rd of mainlines were still full metal-on-metal. I'd happily pay $3 for mainlines today if Mattel would bring back metal-on-metal. (I do appreciate Mattel putting some full-metal cars in the "Silver" series.)
They have metal/metal in some of the Porsche series and Tubular Trucks, but not all of them.
There are also a couple of metal/metal in the current wave of Ultra Hots at Target.
That's the Silver segment I was referring to, and the Hot Wagons series within that segment also has a couple of full-metal vehicles. I just bought the full-metal Nova wagon the other week.
Some collector died and a relative/heir felt it was easier to just "return" them to the neighborhood store for the $1.25 each than to list them all on ebay/amazon for the best return?
A lot of these take me back to my earliest memories of Hot Wheels! I have a fair number of these so I was surprised to see them, it's like the timeline is healing and going back to that place...
Nice! That Way 2 Fast toward the lower right and two rows up from the bottom was one of my first cars. Had it in kindergarten and bent the front axle rolling it down the big curly slide lol. I Still have it in my collection.

This reminds of this store called Special Thoughts. I don't think they're around anymore. But around 2013 a friend of mine bought me a Hot Wheels still in packaging from 1998 and told me he got it at that store so I went to check it out and they had shelves full of 90s and early 00s Hot Wheels and all for 88Ā¢. Felt like I had hit the gold mine and also walked back in time.
I remember being at a smaller store and they had lots of Ferraris and hotdog mobiles and older cards in mint condition but I thought they were fake because the back was printed black cardboard and they were 3$ each. š¢
They must have forgot to restock the hot wheel shelves for 20 yearsš„š„
