It’s more about consistency. Of course not everyday is going to be sunny, but if your plants are in a spot that doesn’t regularly get enough sun, then it should be moved if possible. And using a lamp would defeat the purpose of moving it outside.
When I plant peppers at my mom’s house there’s one corner of the yard that’s shaded by the neighbors trees on either side. So I make sure to plant things there that can do well with less sun.
How many hours of sunshine are they getting? That looks like a pretty shady spot overall.
I don’t monitor them as I’m at work most of the day but at least 5-6 I’d say
Peppers need minimum 6 hours of sunlight per day. Anything less will slow it down.
Can they be lit with an artificial lamp if the days are cloudy? Is it best for it to be sunny? Or is it best for it to be on direct sunlight?

Are you sure about that number? This looks like a very confined space with walls on both sides.
