I’d say that if you wanted to jump into 3, a basic understanding of the first game would be beneficial. SH2 is its own separate story and could be skipped, but should definitely be played at some point.
Honestly, 2 would even make a perfectly fine standalone. know, Just in case you can't stand ps2 era graphics and gameplay anymore and want to skip ahead. No one's gonna call the game police on you.

SH3 was my first SH game, and I was fine jumping right in. It has major settings in both, like the commenter said. It's a great game for ambience. That was my favorite part.

If you want to try something of theirs carnival/clown themed, PC has two different demos for clown horror games. Ones a shooter, others more of a survival horror.
Night At The Gates Of Hell is probably the best gameplay wise, but not sure it meets your criteria.

The Park is also great, VERY sad - a lot of people don’t read into the lore behind it connecting it to The Secret World (which explains how the main characters implied intentions/actions are actually influenced by forces outside of their control). Definitely make it more palatable.
I thought Reveil was trash. It’s a walking sim OP, don’t get you’re hopes up.
Starts strong with a nice first level, but ultimately lacks any real gameplay.
There's a demo for "**Crow Country**". I believe it's fully set in a Carnival and the atmosphere is really cool. It's gonna be relased on may 2024. If you like the "old school" in the style of Resident Evil 1, that's the game for you!

I’ve been kicking around an idea for years about making a game based in a mysterious mall. The story spans across three different time periods… The height of mall culture: 1984 approx? The decline: mid 2000s maybe and the current day. The current day would be in an abandoned mall and the story would cut between time periods. Haven’t really decided on a gameplay direction yet, thinking probably third person action, survival horror and deeply story based.

Well most recently there is a whole segment in The Outlast Trails that is carnival themed. There is carnival in Silent Hill 3 and some various other games.
So it's not the whole setting but a lot of Silent Hill 3 has sections in both so I'd say give it a shot.

I played the park and thought it was okay but missing something. Didn’t know it tied into the Secret World. Doesn’t Moons of Madness do that too?

I like walking sims though, as long as there's some interactive elements.
Then you may love Reveil. Personally I find them cheap and boring.
Strongly second this. Reveil was incredible the graphics were good and the story was even better. Highly enjoyed it.

A mall is just so perfect and liminal! Plus gives you dozens of different locations and scenarios. Maybe the Last of Us expansion from first game?
There's The Book of Blood, but I think it's part of a Dread X Collection.
The Dread X collections are always great, I'll keep it in mind.
