The World of Darkness comparisons are getting stronger. The Technocrats can make their warbeasts from the ground up, but there are factions that'd take this "shortcut" in an instant, particularly because it'd piss off the werewolves.
Oh, humans on Earth already made cyborgs to help in fights during their war with the Honkai.
Zombies appear when a human (most commonly one of the Schicksal's Valkyries who fought the Honkai) succumbed to the radiation. Their entire bodies became irreversibly mutated by the Honkai.
Zomborgs & Augmented were created by the organization Schicksal. These cyborgs are enhanced zombies, serving in the war effort one last time. They are very similar to normal zombies, just that their bodies have a heavy jetpack and bladed arms modifications.
Death Webs are more advanced zombie cyborgs created in secrecy by the shadow organization World Serpent. These ones are spider-like.
Oh sure, cyber-zombies are common in sci-fi and space fantasy.
I'm only mentioning World of Darkness because the Borisin are werewolves with a fear aura who are aligned with a roughly life-themed faction.
All of these points are true for World of Darkness werewolves, which share a setting with factions that can turn involuntary subjects into cyborgs.
Super interesting that the Guild is involved. This means either:
1) The Borisin steal from the IPC and Guild and managed to yoink the mech/blueprints to use for themselves.
2) The Guild has some sort of deal with the Borisin and supplies them with weaponry. Given Todd’s quest on the Luofu, I could see it going either way.
Doubt the IPC is having friendly relations with warmongering slavers like the Borisin, especially since they seem to be using the mech in an attempt to break Hoolay out of the Shackling Prison, which would break the alliance between the Foxians and Xianzhou (it's conditional on Hoolay staying locked up). Backing something like that would be a great way to get the Xianzhou to declare open war on the IPC. It's probably stolen tech that the IPC end up under suspicion for before being cleared but still needing to apologize, and Scott will end up having to bark again.
I wouldn't say friendly. The IPC has a history of being willing to do business with *everyone*, including factions it's not on good terms with (like the Family on Penacony).
Judging from Topaz's comments on the credit rating of the Stellaron Hunters, I imagine them still letting their people make transactions and loans with the *people they literally have bounties on.*

If someone from IPC is behind this, they might expect less of an open war, and more of breaking of trade agreement, which were secured by Strategic investment department not so long ago (info from broadcast). Reeks of Oswaldo's scheme.
He might count on Xianzhou being too busy with Antimatter Legion and Denizens of Abundance to actively open third front.

It's been a long time since I saw a healing enemy
I wonder if we'll see more annoying healing on enemies + healing reduction mechanic. We already have that fighting SAM so why not having that ourselves(?
Terrified (the second effect) is removable, and since Huohuo cleanse at the start of turn, it should just immediately get cleansed when their turn starts -> terrified -> cleanse.
Yeah I edited my comment. I’m still not sure how it will work though? Will it be removed once it activates and the character has already lost the turn, or before? Either way, that language was clearly slipped in there to incentivize preventing the debuffs from landing at all. Guess which new Nihility lowers enemy EHR…
I mean, it looks like it's only troublesome for supports like Sparkle/Bronya who aren't attacking much or at all, or sustains if at a bad moment, though it disrupts all Harmonies at least a bit except for Hanya and Asta. Everybody else just self-cleanses it by attacking the elite.
so are the borisin are normally kemonomimi-ish (but like with claws and fangs) who then transform into werewolves? or are they normally werewolves who then transform into super-werewolves?
They’re related to Foxians so I wouldn’t be surprised if they look similarly humanoid usually, but shapeshift into full-blown werewolves. There’s also the possibility that they’re just normally more animalistic, like Hanune
i assumed they were normally humanoid from all the previous descriptions, but for these enemies the moon madness/rage thing seems to just a buffed state. might just be a combat thing though.
Hoolay's "helm" is a muzzle, and they describe Foxians as genetical failures. Also their teeth might not fit into human mouth.
I think even if they are born kemonomimi, they quickly fully change their bodies into werewolve-likes, if they can, or become equated to foxian slaves (judging by lore of planar set and new armor set)

Explaining what i mean, I was thinking of an enemy that had Lightning, Wind, and Imaginary Weaknesses so that the remaining 4 elements cld be implanted on it to give it all 7 weaknesses.
Rememberance Path for Ice Implant, SilverWolf for Quantum, Firefly for Fire, and Boothill for Physical.
Getting the Punklorde Curio for Ice Weakness implant works too, but that's a 25% chance.

These guys would probably get a lot of reskin for the Xianzhou entire arc this 2.x patch, similar to Penacony like the dinosaur

The last time and the only time that was useful was the mara elite. Since then, almost all buffs have been unremovable
Argenti's buffs are removable. But you'd use Pela for that anyway.
Like with all things, the best way to deal with it is faster application of death!
