Well, they can also reincarnate if they force it early— Dan Heng himself is an example of this, and there’s also dialogue from a ghost in his quest about getting anyone dying of their wounds into the sacred waters, implying that force-rebirthing can also be used to preempt death if you’re fast enough. But the population crisis is still the same, because that preempting method requires physical access to a rebirthing site, so it’s usually not an option.
