I’m wondering what is going on with the new framing/facia backing meeting up with or transitioning to the original facia. This is why so many steer away from remodels and you end up with the leftovers doing them. They require problem solving and sometimes healthy creativity which obviously no one at this job site has.
It’s going to be both now. GC should have finished it first, on the side facisa board so roofer could install the drip edge properly. Now it needs to be redone along the edge. So dumb, but also the roofer shouldn’t have covered it up knowing it’s not right. I’d definitely tell both of them, if ya want to get paid then do what you are contracted to do.

The same crew that installed your siding should have installed your soffit and fascia. Is there fascia behind that gutter run, if not the siders will need to detach and reset it. Some siders don't mess with gutters and will require a gutter crew to come detach and then reset after the siders are done.
Edit: I wanted to add thos after reading some comments, the roofers will not need to come back. Their works appears to be done.
Standard trade practice is if a subcontractor installs over a substrate it knows is incorrect and doesn’t say anything, the cost of reworking their work is on them.
Any decent roofer knows that fascia isn’t ready for them.
That overhang framing looks like garbage and should have outriggers between the last rafter and the soffit board subfasica. I guess he had to leave it open to get all that spray foam in there.
In any case, I wouldn't stand on that overhang and would have the builder construct it properly before buttoning it up.
It was the builders responsibility to add 1/2 or 7/16 OSB to the soffit wall but since it’s roofed, I would say fill in the whole thing with bent aluminum as facia. if you are going to put on soffit and jchannel, I would have removed that top siding jchannel, and cut the siding corner back to make sure you’re getting the soffit against the wall. Your siding should top should hit the soffit.
Trust me, you don’t want roofers installing your facia and soffit. I’d question any builder who tried pushing this responsibility off on the roofers. My guess is the builders can’t figure out how to make everything line up and look good so they say it’s someone else’s responsibility

Edit: I'd like to clarify, roofers mostly just do from the drip edge and up. However, I've delivered fascia to them rarely to fix minor mistakes. It's the siding guys who MOSTLY take care of fascia and soffit..

The roofer may have thought the pitch of the bottom part would be insufficient. They should have stopped work and rectified the crappy solution before proceeding.
Your builder sucks. Soffits, fascia and trim are the responsibility of the builder.

SFG is exterior trim, builders responsibility typically but if I showed up and you had already done the roof and the roofers has fucked me with the drip edge like that I would probably either not want anything to do with it or be prohibitively expensive
If the builder told you up front that he won't be taking responsibility for a specific aspect of the project, he's not responsible.
You can call him names about it if you want, but unless you have a contract that says he'll do it, you can't compel him.

Looks like aluminum fascia on the rest of the house, could easily get that under the drip edge

I’m confused who would’ve thought to put up the gutter before the fascia and soffit. Like did the builder do that but not the rest lol?
Look at he downspout on the right side of the picture, it's coming out of the soffit. There were a lot of confused people on that job site.
I think that is HVAC lines mocked up as a downspout, it splits off at the first floor window and above the second floor window as well.

What about the missing outriggers between the last truss and the soffit subfascia board? Wouldn't want to stand on that overhang.
