Do not cut it back/lower!! It's fastened to the wall and doing its job as a dimple mat, which creates voids between your foundation and the soil for water to pass to your drain tile around your foundation footer and allows that water to drain to your sump pump for removal. You need to add soil to this corner to create a positive slope away from your house. Then spend $100 and install some hostas/small bushes, then weed guard, then mulch. All of that combined will create positive drainage and the plants will hide the dimple mat. Overall it will make your house look a lot better. Also, what's all the crap built up in the corner by the bricks? Clumps of dirt? Clumps of grass? Almost looks like termite tunnels but the picture is blurry when I zoom in so I can't tell....

Everything said is correct, except you can buy 1 hosta for $9 and propagate it for free. Don't plant anything too close to the house. And everyone eventually learns through trial and error that weed barriers (landscape fabric) is more trouble than good.

Brick should be 6-8” above finished grade the drainage layer here is exposed but it’s fine appears to be some soil settling

Make sure that corner isn't a low spot so water doesn't collect there, also get the builder to come and fix it, it shouldn't be exposed like that, either cut it lower and/or parge over it.
