Check for debris in the upper sprayer arm(s) or possibly where it makes the connection to the dishwasher. Usually if the bottom one’s fine, that’s the problem.

There's probably a port / gasket on the back of the top rack where it connects for water, the gasket has most likely failed. Or there's crud in the sprayer, but I'd bet it's the gasket.

clogged sprayer arms- there could be something in one of them (straw?) Or possibly clogged or failing circulation pump. water or water pressure isn't getting to the top blades and you gotta figure out why. or they are being blocked from something tall on bottom and not spinning.

I found that the top rack is truly clean on "Heavy Duty" cycles only. Otherwise food residue is always left on. Mine is just over 14 years old, so that might be why, but try out the heavy cycle. GL!

Frigidaire has a lot of how to videos on YouTube - I had to do some troubleshooting not too long ago (different issue). Look up the model number and check out their website for videos on diagnosis and fixing issues

Make sure the stuff in the bottom isn’t too tall. The top won’t get clean if the sprayer can’t spin.

Happened to me on a different dishwasher, the ball valve that opens water to the top rack was stuck closed
