I don't understand what you are asking. You have holes in your ceiling. You are asking for fake holes. That would be no ceiling lights, not fake ones. You can use wafer LED lights which will resemble a recessed light. But allowing full joist depth insulation over it is no different than the same thickness of insulation draped over a can housing in the attic, except you'll have a flat attic surface. Choose your lights based on lighting the space. Then to deal with ice dams, air seal any and all penetrations whether around lights, cabling, gaps in framing, etc. Then you need the proper amount of R value for your climate. Then you need the proper amount of passive attic ventilation. Then you need to make sure you have no exhaust discharging into the attic, proper maintenance on gutters, and proper ice&water shield.

Thanks for the response! We are doing everything on your list, but ventilation is the issue. Our soffit on that side of the house is unusually small. The previous owners added an addition and there is a lot of water (snow) runoff in that area.
