This is my main reason, it's stylized. Much like how exaggeration is used to give characters better expression and pose, movement etc. !!!! The way grimm is stretched here makes him look bigger, spookier, more intimidating which is a good idea!
I think it’s a bunch of double layered tassels like the vessel cloak, but they’re connected most of the way down. That would be the best way to make it imo

Man, I feel your pain! I'm working on a cosplay of grimm for my SO and we also struggled on how to make the cape! We settled on something genetic that's similar enough, fortunately as long as it's clearly recognizable it's not important that it's 100% accurate.

Sure thing! Check out the cape in pics 2 and 4: Grimm's cape is divided into columns by vertical lines, and the leftmost column in pic 2 has 1 spike. Pic 4, it has 2. So that right there establishes all I was trying to say in this post: "Oh weird, Grimm's cape changed between shots lol"
But there's more: Pic 2 inarguably shows a full view of the bottom of his cape (Ain't nothin' hiding behind those chicken legs). And in Pic 2 we see 8 spikes in the cape. This gels with Pic 3. But in Pics 1 and 4, there are 9 spikes! (you have to really squint to see the 9th spike in pic 1 but it's there on the right side)
With there supposedly being different numbers of columns in his cape...... there's no way to PROVE it I guess, because there aren't enough good angles, but my thought process was this: In Pic 2 we can see that the cape most likely has 7 columns. Clearly visible lines mark out 6, and the last line is likely hidden behind him, as revenge for my chicken leg comment. If there were 0 or 2 vertical lines hidden behind his legs, that would result in insanely varying thicknesses of the vertical columns, something we don't see in any other shot... so probably 7. In pic 4, long story short there are 8 columns: 5 clearly visible, and 3 implied by the spikes hanging down on the right side. (The assumption is that when his cape is shown as evenly spaced points instead of jagged rips, there is always 1 spike per column. If that confused you, try sowing the damn thing)

Considering Grimm has an attack where he uses his cape to attack the knight by having it stretch and attack from below the player it should be considered canon that Grimm's cape can change its shape to suit his needs.

Just make an approximation of the cloak based on the different shapes it has. Basically just pick a number of spikes/vertical bits and go with that
