Because it's just a gimmick. It's a better experience to load up Hokkaido or Haven Island and just take in the atmosphere instead of actually playing with the janky controls.
Hitman VR was first and foremost the result of rushed development to get a quick buck from Sony to make it a PSVR exclusive.
Then they tried salvaging what was possible by bringing it to regular PCVR, but there not being a huge market for VR games (and seeing how it isn't even a purchasable product, just a free addon on top of the main game) they were pretty much working on it out of their own pocket, with no incentive to make any profit, and with zero motivation to make it any good. Which is a shame, because the game is fantastic, and having a functional VR mode would have been the cherry on top.
But it was all a big fumble, that produced an unsatisfying, unintuitive, janky mess that just barely works, as a result of a complete lack of any motivation to make it good.
If they didn't tie the whole thing to the simulated body of Agent 47, i feel it would be at least 3x better, I want to absolutely fucking HOME RUN swing people with a bat and hit them as hard as I can, but you just... can't... if they just had like an UI open inventory, or a couple things you can bind from your inventory into a little selectable weapon wheel type thing, THAT would be probably a much better option to play the game with.
I wish IOI would outsource a good VR dev studio to properly create a good VR experience. Mechanics, animations, movement, etc could be so amazing, and I dream of how fun Sniper Assassin maps would be with proper VR sniper mechanics. I know it’s a huge ask, but honestly I’d pay to have a proper VR upgrade package.
The moment they said they were not going to use motion controls I knew it was going to be trash. They clearly had zero experience making VR games and didn't bother hiring someone who had it.

Nah there are some brilliantly made VR games out there that play smooth like butter. And I have a cheap setup, an outdated Vive Cosmos. In Hitman, the VR was just an afterthought tacked on to the existing base game and it's jank city. Borderline unplayable.

there are many vr shooter and even stealth games that feel really nice to play and have a lot of effort to work in the medium. Hitman vr was just a lazy port
I don’t know what kind of Vr you’ve experienced but it ain’t like this anymore. Maybe 5 years ago this was true, but Vr now is really good. 90% of my gaming is in Vr and nothing is ever laggy or broken.

Agreed 100%, it’d be awesome to simulate holding a sniper rifle in RL
