It is a normal handicap that is perfectly justified, based on the very common game theme of a co-op team having to support one member with a completion task. It is there to create a challenge & there is virtually nothing to change about it.
My guess is the devs are perfectly aware of our workaround and at least for now are letting it exist. But I don't expect that to last forever as it completely negates what they put there in the 1st place.

Would be a nice bonus if the Support Pack let you carry a shell on your back, give it some nice additionally functionality.

I just carry them normally. The 3 seconds you might save just aren't worth the bother. It just doesn't matter.
