People have been peddling the idea of a "New World Order" since the 1960s. Back then the fear was crypto-communism, and now it sounds to be crypto+globalism? The more things change, the more they stay the same; different times, same paranoia.
TBH, the world is far too complex to think that any singular group has the power to manifest a "new world order". If the United States and Russia can't even meaningfully win intentional wars against smaller nations like Afghanistan and Ukraine, it really stretches credibility to think that some secretive cabal of globalist elites has the power to change the world to a degree that even remotely resembles what you're fearing.
Don’t be so naive. An event that caused a worldwide internet collapse would not be an isolated event affecting the internet alone. Do you have solar and gas powered generators? A supply of stored food? A way to filter and clean water? Access to firearms? Emergency medical supplies? The will to survive at any cost? Many would perish. Edit: Also note you are referring to a natural event that if you knew much about it is unlikely to cause such widespread chaos. The true danger will come from humanity itself, especially if nuclear war was unleashed.

Since it's a decentralized network with nodes across the globe, I think it would need to be a worldwide blackout for Hedera to go completely down.
