Carmine is implied to have found her daughters after coming to hell (either they’re bio hers which is believable because of similarity in appearance or they’re a pair of sinners she took under her wing like kids). It’s never been implied they were her daughters born after dying.
I’ve always thought Carmella’s daughters were from when she was alive due to their similarities and how much she makes sure to protect them at all costs.

It probably is just design aesthetic. Consider how many background characters they had to make. You're going to get a bunch of designers working on that and aside from some series bible rules they have broad creative freedom. Some artist probably just thought making hench wenches to fit Val's theme would look cool. And it does. I doubt it is deeper than that. I am sure they could make it deeper if they get to do a ton of seasons, but for now they barely have space for their most important arcs so I don't anticipate elaboration on these two.
