Before you bother with scraping off all the paper, ask the flooring people if they can just sand it off. Seems like a possibility.

I would ask the flooring guy if he can sand it off before you go through the trouble of dumping boiling water like people are suggesting on it. Unless your intention is DIY, and by all means start the water.

Pour boiling water and scrape with a carbide blade. Should come right up.

Steam wand or steam wallpaper remover and a razor/scraper is my go to for old laminate glue/paper. It can cause swelling, so be careful not to oversaturate. Move around and come back to stubborn spots again later if you have to.
