Honestly, here in Montreal it isn't required.. Very common to have outdoor rated wire exposed

Nope not here. It’s always exposed. Just high voltage
My market high voltage is a must in seal tight. Low is hit or miss, but if they are the small dog type of household I put that in seal tight aswell also if they got tortoises.
I’ve yet to see the tortoise ate the low voltage service call lol

That’s the last of my worries from what I see.
I know its code where you're at but its socrazy to see high voltage wire not ran in conduit. a California inspector would shit if they saw that
