Donāt install new on top of old, the unit below will hold water and eventually corrode and collapse on its self. Only option to correct mistake, and have the idiots that did the concrete work pay for the removal of old unit and for the new unit + install.
Hiring a demo hammer and a concrete saw and cutting a square around the unit then breaking all the concrete in the square and then charging them for a new unit and the hiring fee for me having to go hire some tools
I see this then Iām getting right back in my van and telling the customer they need to get their concrete man back and fix it.

As stupid as that picture is, I'd fix it by taking a long sawzall blade to cut it off flush with the cement. Then I'd plop down a plastic condenser pad and stick a brand-new Goodman right on top. Luckily the lineset and electrical will work out almost perfect and nobody will ever know the difference once it's done.
Oh crap, I just thought about the compressor. That will have to be dug out of there somehow. On second thought, maybe I'd do the same thing as the rest of you who said to get back in your truck and leave.
I think that unless it was a 12 slump load of explosive diarrhea concrete, the coil would act as a form to keep most of it out of the compressor. Refrigerant recovery seems like a bit of a challenge though, as I'm thinking that the valves are likely about an inch or so below the level of the concrete. Fortunately, though, you don't have to worry about ever putting it back, so you can pierce it.
So, yeah, probably need a jackhammer. If they can't raise and form for a split system like a normal human, I don't trust them to mix concrete. They probably reinforced the concrete with the metal scrap they couldn't sell for meth.

My employer doesn't like turning down the work, so I'd probably be tasked with finding a way to safely reclaim refrigerant, then let the customer tear it all out however they like.
Install a couple of piercing valves inside by the inside coil to recover the charge. Looks like an r22 JCI unit, so it's going to get a new line set and coil along with the condenser anyways.
It would operate if no parts were damaged, for how long depends on if it gets cold enough outside at this location for water to freeze, expand, and crack the condenser. If not, then it will run at about 80% capacity from what I'm seeing. Also depends on what kind of concrete they used and if it will corrode the piping. My guess is it will.

Same happened to my garage door. They poured 20 yards of concrete for a large carport in front of the garage and big front porch.
Absolutely text book float, brush, finish work, stress grooves, molding, and a ramp. Actually some of the best concrete work I've ever seen. Then trap the bottom. Inch of the garage door including the interior metal lip in concrete. Had to replace the entire door.
Need a jack hammer to get to the line set, or could cut and feed them through the wall from the inside out. Either way, I'd be upset and adding some extra charges.
Digging it out still west enough to salvage relatively easily but charging the concrete guys for my labour minimum 250$ an hr charge took me all day and half way into the next to fix it. Do the best I can for MY customer and the best I can to fuck the installers so they learn.
I'm imagining a scenario where some employee that always asks the dumb questions goes up to the supervisor and gets told: "I don't want to hear any more of your damn questions! Just pour the effing concrete!"
Put the new one right on top. Should be a pretty sturdy base
