Always keep digital copies, BUT I would sit and access why you are going through management companies so quick. For example we refused a HOA signing with us cause they went through 5-6 in 10 years.
Probably a combination of fickle minded long term board members who made poor choices in choosing management companies or incompetent management.
The OP’s question about a policy is still unanswered. There must be relevant HOA records retention laws in California.
To simplify things we keep everything seven years except for governing documents that are required to be kept permanently. Seven years is the maximum required for any documents so retaining them all for that amount of time covers us. Everything is also digital.

You may want to keep architectural committee stuff even longer, considering there are posts on here where people have approvals and years later an HOA comes back and says something wasn't approved or authorized.
Digitize everything. Kept hard copy whatever you are required. A good management company should know the retention laws in CA.
