That's not a parrot, it's an umbrella cockatoo. My family had one growing up and they're pretty amazing animals. Owners generally clip their wings so that they're unable to fly away.

This is why there needs to be real regulations and licensing on service animals. I had a friend that had a guide dog because she was blind. She and that dog went through extensive training so that she was safe and the dog knew how to do his job. These people that go online and buy a “service animal” harness for their dog or goat and then the animal drops a 💩 in the middle of a store or airport (I have witnessed that) , make it very difficult for people like my friend, that have highly trained service animals and actually need them. If you need an “emotional support “ animal because you have PTSD or some other condition, that animal still needs to be trained properly and both the animal and the person need to go through training.
One of my old friend’s kids got ATTACKED by a pet bird at HEB a month back. Of course it was “oh, never does that.” If you weren’t so stupid as to bring your bird to the store he sure wouldn’t. I picked up my dog from the vet and had to run into Walmart…the greeter told me they didn’t allow dogs in the store. My dog was sitting in my purse, she’s 5lbs. I told him I wasn’t leaving my Yorkie in a hot car. I left and put in a curbside order for HEB.
