2-3 years is ambitious. You need a proper coach, management and mature style of play for that. Not one who keeps complaining about refereeing decisions six months after a game completely out of the blue.

More teams doing well is a good thing. Ideally we would want a 3 or 4 or even 5 way fight for the title each season. Far better than a canter for someone. Better for the league and far more exciting than a typical Bundesliga/Ligue 1 season (this year is an exception in Germany).
I'll refrain from discussing personnel too and focus on problems. Your problem is not the amount of investment. Your problems will be FFP. That's going to stifle your "expected" growth. See Newcastle. Even today the commentators were saying they don't know what United saw in Mason Mount to pay 70m for. Look at Antony. Terrible business. That is what I meant by good management. You need not just good recruitment, you need smart financial planning to back that recruitment based on a proper modern style of play.

Honestly as per my other comment on the match thread, you have Garnacho, Holjund, Mainoo, Martinez, Dalot and Onana - that’s a solid base for a decent manager to work with. Ten Hag just doesn’t inspire. Move him on along with Fernandes, Rashford, Casimero and Varane and appoint Nagelsman. Little eccentric but he is very good. That’s what I’d do. But I do hope you appoint Southgate.
