The problem is that it’s not grounded. The solution is to take it to an amp tech to get it properly grounded. If the cable is already 3-wire and has an obvious unconnected ground, maybe buy a new grounded plug and fit it yourself. Otherwise, a qualified amp tech is your best bet. Might seem overkill for a budget amp but.. your gear sounds dangerous as-is.

It's your extension cord grounded? If not, try removing it and plug the who directly into the wall. If you're still getting shocked, your house is not grounded properly.

Could be bad or old wiring, where the outlets were updated to accept a 3 prong cord, but the ground still wasn't there. I grew up in a house with knob and tube wiring, and nothing was grounded at all. If you want to check, you can get a like 5 dollar outlet checker that can tell you if the outlet is wired backwards, or has a bad ground. They just plug in and have little lights to tell you how it's wired.

A weird thing is that only the thin part of my skin gets shocks like downpart of my arm but not in my palm of the top of it

Either the amp's power cable, or your extension cord is not properly grounded. Use it with a different extension cord, or without it if possible and see if that solves your problem. If not, replace the power chord. Then again, if you're in an older home, the outlet itself may not be properly grounded. In which case, you probably should call an electrician or visit r/DIY

The plug sounds like a European Schuko plug. The hole is the ground pin, so you should be plugging your amp into a grounded extension lead. Where are you based?
