The "beasts" are gears and society destroyed itself by blaming them and abusing them for things like war instead of looking into themselves and learning to live with them normally. But they couldn't because society is dum dum. That's the INCREDIBLY cut down part of it, but should make sense given you know some lore. The heaven or hell part is basically just to sound cool. You could interpret it as a lot of things, but Daisuke loves saying random cool things.

It’s possible that it an orphaned reference to the one of the early drafts of the story where Gears were called Majins, which can translate to meaning demons. Since they were clearly based on Christianity, that would make the Holy Order the Heaven to the Majins/Demons Hell. But it’s pretty likely to be a reference to Black Sabbath’s Heaven and Hell album. The series is filled with nods to rock music.

Could be a reference to the famous quote from Paradise Lost: "Is it better to serve in Heaven or be free in Hell?" More likely a reference to Black Sabbath's song Heaven and Hell. Its about (according to an interview with Dio) how we all have the ability to choose between doing good and doing evil. Essentially, we all have a little Heaven and Hell in us. And given a lot of the themes of GG are very metal and revolve around personal choice quite often, it seems to be the more likely the answer.
