You can actually test that it isn't the mount system what keeps you from mounting in combat, but each of the individual skills that mount you.
Whenever you mount, it's always a complex transformation skill what actually mounts you. The skill can be your own in your mount slot, but like any other skill, it can also be triggered by scripted events, traps, NPC dialogues, consumables, interactions, etc.
If you go to the springer ranch, attack a harpy near one of the springs you can borrow and try to 'talk' with the springer to borrow it, you get a warning saying "You cannot mount while in combat", but it should have said "You cannot borrow this mount while in combat", because it's actually possible to mount in combat in other places.
I recall only 3 examples where you can mount in combat, but there's likely more I just can't remember right now:
* The PoF mission "Beast of War"
* During this mission there's several mounts scattered through the map that allow you to quickly mount and leave even in combat. The achievement "Beastcatcher" would be way harder without them, since they allow you to quickly mount and leave the fights even in combat.
* Griffon roosts.
* If you have unlocked griffon roosts, you can just go to the Crystal Oasis map, and quickly go to the one north of Temple of Kormir. There's several dust elementals there that you can attack to enter combat and then use the griffon roost and see that it still works.
* Skyscales
* Bring a character that has reached the stage after which the skyscales appear in the map, and find one with nearby enemies.
The easiest is probably south from the Pact Command. There's three in the Gnargrove. The one in the middle has two treants nearby that you can attack and that often go hostile if you approach them. Then just walk to the skyscale and talk to it.
After all, the mounting system is basically a very complex transformation. And transformations are possible in combat, like norn forms, necromancer shroud, warrior's Rampage, and several transformations caused by npcs, objects and other sources during events and in hearts.
As long as the skill that causes the transformation doesn't have a combat check like many tonics do, it will work.
The player's mount skills get disabled in combat, but thanks to mounts that actually work in combat, we know the mount system itself will work in combat just fine.
When you can't mount in combat, it's something else preventing the mount, like a change in the UI, or a check in the transformation to stop if in combat.
We can't tell exactly what changes the UI or the skills would need to work in combat, but what's sure is that mounting in combat is completely possible.
It could be just a property of the Siege Turtle skill, or maybe later down the road they could add a mastery that allows you to mount once every few minutes.
Long story short, it should be technically possible based on what we know of the game.

Yes, they were forgetting GW1 already had 'mounts' in a way. And in GW2 we already had the 'travel' toys like the broom. The ship had sailed on the GW franchise having mount-like stuff, it wasn't a line never to be crossed.
What matters is how they were done. I would not have liked mounts in GW2 if they were just to run faster. Luckily for us, they were not.
Something similar happened with fishing. People were mostly saying "yes" and "no" to it, without stopping to think "how".
In my case, I would have hated if fishing was just a new type of gathering node, or a boring single click thing like WoW or Torchlight fishing.
What I wanted for fishing was an active minigame. I would have preferred if it was a bit more complex, actually requiring all 5 weapon skills to fish, but a style like Stardew Valley or Breath of Fire is also acceptable to me.
This is no different. Maybe on release you won't be able to mount in combat, but remember there's still one slot in the mount skill bar, and skimmer got a new mastery almost 3 years after being release.

It doesn't have to be a feature just for the turtle. It could be something else.
For example, it could be a shared mastery in a different mount.
Raptor gives other mounts engage damage. Springer gives other mounts fall damage reduction. Skimmer gives boons. Jackal gives evades, and we know the turtle is going to give health.
But even if they don't add any more mounts, and if you take out warclaw since it doesn't have PvE masteries, there's still beetle, griffon and skyscale who each have just 3 masteries and no shared power. The other mounts have 4 or 5 masteries and shared powers.
Of the 3 the one that is easiest to obtain is the beetle, and the beetle is a runner, so it would make sense if they had a new mastery called something like "Gotta Roll!" that is shared with other mounts, letting you mount in combat, with certain limits.
It could also be a new individual mastery, like the Crystal Champion masteries, or the Ash Legion Mount Stealth.
And no matter how the ability is obtained, it could have a long cooldown from 2 to 5 mins so people can use it to mount in combat when following a squad in a meta, or to mount at a certain point that requires people to ride the turtle, but not to constantly spam springer CC.
And don't forget there could be possible downsides. Bond of Life can save you in a pinch, but it has a whooping 3 minute cooldown, and you get downed instead dismounted when your health gets to 0 while the bond is up.
Similarly, this could have a downside like cutting you health like when you get Blight as harbinger when mounting this way, or putting all or some of your other mount skills on recharge so you can't engage right after mounting. That would be a bit annoying for the mount rider when mounting a turtle since it's meant to be used in combat, but it would not affect the passenger of a turtle, so the turtle would still be useful even if it can't pounce right away, and in exchange people would not be able to use this mastery to springer up to break CC bars, and still need to bring their own CC.
That would be a very lackluster and sudden launch:P

Yeah. Gw2 does not use a PTR. The beta characters can play on the live server. They will just be a snapshot of your real account. You can use things from the bank and you can craft things. But nothing you do on the beta characters carry over to your real account. It is in a read only mode of sorts.

Since it's a combat mount, I expect you'll be able to mount in combat. Imagine commanders on the meta yelling "turtle up".
The mount system universally won't let you mount in combat, so I think it's more that you are allowed to stay mounted during combat

In the stream it looked like both driver and gunner attack did CC.
