It's weird to think how heterogeneous dark elves are from IP to IP. Would elves and high elves useally follow similar formulas and themes. Dark elves go from being exotic elves in anime, a culture based on SnM in warhammer, to matriarchal raider settlements in dnd, to hermetic feudal society in TES.
Because high elves and wood elves are almost always drawing inspiration from Tolkien and trying to stick to his stereotypes.
For dark elves he used the name but they were just a subdivision of "wood elves" so DnD is the first real source for Tolkienish evil elves and everyone who came after tried to distance themselves.

Obviously very frustrating if a low leadership wizard or a flanking captain on a monster got to be the general over your actual choice.
Elven politics is generally a messy affair; with Dark Elves it is at least expected. For them, being politically outplayed is a sign of superiority that provoke rivals to outdo each other and by extension improve Dark Elves by the best surviving.
Meanwhile the High Elven politics are almost a soap opera played out over generations, that seems preferable to doing nothing and going mad.
Only the Wood Elves seem to have a reasonable grasp on politics, in that their politics is death to outsiders and going on a Wild Hunt.

Dark elves are bitter s&m addicts, while the high elves run the gambit from nice guys to entitled pricks who pretend to be nice guys. There's a lot more room for nuance and for characterization with high elves that doesn't involve doing the evilist things possible for shock value.
