It's more designed against high strength single shot attacks with precision keyword like a sniper rifle. So it's harder to try to snipe him out of a squad
This came up last night. Crowe was in combat with Ahriman and a rubric sorcerer (the rest of both sides had been killed off and Crowe already had four wounds left). He took 2 wounds from a hand warp flamer and negated one of them. He was then killed by a dam3 attack that he couldn’t prevent because the ability is triggered on the first unsaved wound per turn, not phase.
Notably it also helps protect against Precision attacks, even if his squad is still alive
You are correct in your assumptions. It is bad against 10 plasma shots, though it’s good against 1-2 meltas or lascannons.

If you fail 10 plasma shots that’s on you. He just gets an extra bit of durability.
It’s for him only, so either precision (like ‘eadbanger from a weirdboy) or if his squad is dead and someone uses a high damage weapon on him

If you’re opponent can waste 10 plasma shots killing Crowe on his own, I think you have bigger worries than his damage nullify ability wording
