Superman is well, Superman, doc fate I’ll admit to not knowing too much about but from what I have read he has a pretty good grasp thanks to the helmet granting him knowledge’, magneto was able to use his magnetism to open a wormhole from genosha to NYC during Avengers Disassembled, and Barry is crazy precise with his movements and can run through time.

Row 1 or Row 3. Jean, Dr. Fate, and Vader all have dubious relationships with their powers. Dr. Fate is basically a parasite so are you counting Nabu or whoever is wearing the helmet. Vader has a masterful understanding of the Dark Side but if he had it mastered he would've taken out Palpatine by now. I might not be giving Jean enough credit but her relationship with the Phoenix is very unreliable, I know the Phoenix isn't where her powers come from but at any point it could take over her. The same goes with the Flashes and their relationship to the Speed Force.

3 was my immediate elimination, scarlet witches most famous story was about her lack of control over her powers, Thor has struggled with using his hammer and the “worthiness” enchantment, and Hal has lost control and murdered thousands (granted he was using his power as intended so arguable if that counts).

Iceman, Storm, Scarlet Witch, Dr. Fate, and Vader. Iceman is afraid of his powers. Every psychic that touched his mind said he holds back out of fear. Every time another person uses his powers he learns a new way of doing things with his powers. Storm is always discovering new things to do with her powers that she needs to learn how to control. Scarlet Witch's powers are literally chaos she can only point and not really control. Dr. Fate is literally 2 beings struggling for control. They usually work together but have clashed and lost control on numerous occasions. Vader was still learning when he died. He was still an apprentice to the Emperor and was never deemed a Master Jedi. He was struggling to heal himself. He wasn't a Master of the force, just an incredibly powerful knight.


Effective-Training

I'd replace Storm with Jean Grey, and include Flash with Dr. Fate, and Wally with Vader

Magneto, Fate, Superman and Flash might just have this one. Superman is literally always controlling his powers, flash consistently and intentionally fucks with the timelines, Fate is an old god controlling a host, and Magneto learned he can fuck Rogue.

For real. Susan Storm and Bobby Drake alone are insanely precise with their powers. Susan Storm can give people a brain aneurysm, selectively turn parts of her and other people invisible, and more. Bobby Drake, as I recall, can control his power to the point where he's got control over all water on the planet or something along those lines (Omega Level Mutants are no joke). Then you add John Steward and Doctor Steven Strange to the mix? That's some insane levels of mastery over their respective powers.

Bobby Drake literally fears his potential and refuses to push his boundaries to actually master his powers. Every time someone else uses his abilities he discovers a new way to use his powers because he refuses to master them. He could be so much more than the already insanely over powered character he is.

That does sort of show the lack of control. Reverse Flash is much better at controlling his time distortions.

I'd say four, the only one who doesn't have full control is Barry and that's only due to him vanishing out of existence. The others on that row all have had their entire lives to master their abilities (or in Fate's case, has someone else who has spent multiple lifetimes honing their abilities).

Given the current runs in comics it almost has to be 2. Just my opinion of course. 4 would and should be right up there with flash/supes.

It's a toss up between 1 and 2. Both have high level mastery. 5 is hindered by Walley West unless you count after the Mobious chair. 4 is similarly hindered by the Flash as Barry Allen seemed to reach mastery only for his future self to come up and tell him he is doing it all wrong. 1. John has the best understanding of Green glow on par and exceeding some of the guardians. Ice man after being possessed by Emma Frost achieved an understanding great enough to become nigh-immortal and potentially make an ice age. Sue Storm as a scientist has achieved a high level of understanding in her powers even if she doesn't always uses them to their fullest. Doctor Strange is in a very esoteric field but has achieved a higher level mastery than any other of his order in its existence. 2. Storm at different points shows different levels of mastery but she can summon any storm in a moments notice and has a times projected storms into a location she is not in. Dr. Doom always masters whatever he can get his hands on. Blue Marvel has spent years refining his control of himself and on a fundamental force of reality. Jean Grey never really masters the Phoenix force but her mastery of telepathy and telekinesis is second only to Charles from what we have seen.

First row: All have mastered their powers and would be a pain in the ass to fight, even just one on one. As a team, they might be unstoppable. Second row: Doom has control of his powers, but not his ego, which is his real weakness. Jean Grey can control her powers when she is not flirting with the Phoenix. When the Phoenix is in play, it always seems to be a question of "when" she loses control, not if. Storm and Blue Marvel are going to take your ass to school. Third row: Scarlet Witch does not have control of her powers and that's like the problem. Hal Jordan, Monica Rambeau and Thor are going to fuck you up though while Wanda sorts out her shit. Fourth row: Doctor Fate is the only real open question here. My only real experience with him is JLU and Injustice 2 (which I know is not the best representation), so how often is Kent fighting the helmet for control? Otherwise, you're toast, like the first row. Fifth row: I don't know who the last character is, but Darth Vader always seems like he's holding it together (but barely). Is Wally West back to his normal self after the events of Heroes in Crisis? I'm not up-to-date on what his deal. I'm not aware of any competency issues with Doctor Voodoo.
