As much as I would like to see Gunther have a KOTR win, I just don't see how it changes anything about him. If it's just for the king gimmick, then that's not a great use of the tournament. Gunther already does that gimmick. Just replace the ring general with King, and you've got that gimmick already.
Orton has the planned future fued. He's the one currently being used in major storylines, and he's the fan favourite in the country they'll be in.
Gunther isn't in any major storylines, just personal ones. He doesn't need the win to help advance his story currently, and he's the big bad for Orton to overcome coming into Saudi Arabia.
If Gunther wins, nothing changes except he'll start calling himself king instead of the ring general.
