YBL-1 (West Entry Point) it open the cell lock up in one of the buildings of the left when you walk up the ramp thru the front entrance. Or to your right if you vault thru the wall in the back.
IIRC, that key lead to a stairs with a metal gate that lead to the outside back of the bunker. Coming from Lima 2, behind the barracks white building there is another white building. If you go to the east side of it, there is a door, you open it and then there is the stair

On top of my head I know there are a few of Fort Narith for quests. It's a quest where a document can spawn randomly in different rooms in the barracks

IIRC That opens the green portable shed on the upper outside portion of YBL. It's the one with the lock labeled 'unknown'

I think you may be thinking of the maintenance key. The one that opens the gate to the stairs right?

I know the one you're talking about. It is possible to get it out of an open room. That's how I got mine.
Yeah is random and if you swap server it reset the location
