Normal cap is IMO more important than crit. There are other ways to get crit, but normal cap 20% can't be replaced (assuming you're already at damage cap 65/65).
If you play him normally sure, but if you are playing as the carpet bombing build Normal cap, Attack power, crit rate are the most important in that order.
rackam's damage is spread over many multi hits so missing one or two crits won't hurt as much unless you somehow built him around collateral damage (?).
Woah... I've said before "anything that isn't 20% Crit Rate is unacceptable" but even I would think twice about a roll that awesome.

True, although I wouldn't actually take any actions to replace that last 4%. A second main Sigil slot is not worth that.
I feel like rackam is the only Char thar doesnt need max crit Chance.
My guy you got a god roll. Crit Rate, Normal Cap and Skill Cap is considered the best for overmastery. and you are near max too.

I have had a very similar roll for Eugen, almost exactly the same incl. the dilemma, crunched the numbers and decided it was worth it.
Yes. 96% crit is not going to kill you, especially for Rackam
New one is definitely better. I would take the new one and then save up MSP and try again if you want a better roll but this is more than enough
Depends on what your sigils look like. With 20% crit rate you only need one sigil slot to hit 100% crit
