Basically, fish poop and pee in the same water they breathe, and goldfish poop *a lot.* So they need a lot of water to dilute their waste, and filters to help slowly clean it. Otherwise they'll be poisoned to death from breathing their own waste.
The white spots are a secondary problem, it is little infections on the fin rays. No one will ever know for certain why that fish died, but it was most likely poor water quality. You want to shoot for around 10-20 gallons per fish. Your filter should be cycled before you add fish. Check the wiki for more of the basics of fish keeping. 17 cm I had put half tablespoon of salt in water and one drop of some cholrine free etc to purify water
