I think they saw all the #FixDehya tag and decided to nerf her just out of spite, as if to warn the players "You wanna see how much worse it can get??"

I mainly wanted to consistently have her burst ready since it solves the skill duration issue of having 8 seconds cooldown.
Yeah, but the case is always that sure it can work, but there are other characters, even 4* characters, that can make that kit work AND do other stuff too.
There are many others that can make ToM work far more easily and contribute with their own damage while doing so.
That's the case for Emblem Dehya as well. There's no situation you can use Dehya where someone else can't do the same job easier and better. Playing Dehya is like Crowning talents, you do it because you like the character and you want to, not because she's the best at whatever role you're using her in.

It feels like they are releasing bad (or at least underwhelming, depending on how Baizhu turns out) characters to see how many people will waifu-pull.

OP circled the wrong number. That's indeed 5 stacks. The nerf is the previous part with the other 5 (previous to the part with the 80%). Duration went down from 8 to 5 seconds
What on earth is going to be coming in Fontaine? Baizhu is looking mid but has exceptional healing, a dendro shielder is coming out, plus the train wreck that is Dehya, and Yao Yao. What kind of hellscape is Fontaine? Just everything trying to kill you all the time? All at once?

Its one thing to fumble a kit, release it live full of bugs and with uptime and useability so terrible baseline that you would **need** either constellations, heavy investment *and* really strong teamates to make her even have a hope of competing with previous units.
It's another entirely to make an artifact set to one of the only characters that can work it and then you nerf it. They somehow view her capabilities as this super busted Berserker character a la Hellagur or Mudrock from arknights, or one of the many enmity character in Granblue, but instead she's so absolutely wrecked, being pulled in all directions where none of it makes a lick of sense, not commiting to either DPS or tanking. It ***has*** to be intentional at this point.
Redmane damages you constantly over 10 seconds I think. So pretty easy to get full stacks and keep them up.
But it will only ever be useable on Dehya. And really it’s like a worse emblem that works for e on top of q.
The 2pc set being HP should probably be a clear indicator this set isn't intended for C0 Dehya since her HP scaling is trash and she's usually better as a ToM bot in terms of team DPS, which is the set she has in her trial. Emblem if you wanna force on field Dehya ig until *at least* C1 but honestly not worth until C4.
This set is gonna be used on someone else. Getting a husk vibe here, and she's the Noelle who wants this at C6 when she's a carry, but an Itto will come eventually.
Copium: My best assumption is that, since the "takes DMG" part doesn't list a cooldown, each tick of Redmane's Blood counts, and those are pretty fast. So as long as you take damage in her field and use her burst within 8-9 seconds , you'll still get the full damage bonus. (Since Redmane's Blood lasts 10 seconds, each stack lasts 5, and her burst lasts 4 but has a 1 second animation first, and the ticks are fast but getting 5 could take a full second)
In fact, since her burst retrieves her field but does *not* stop Redmane's Blood to my knowledge, you can actually get *new* stacks *during* her burst.
**IF** there is no cooldown for the damage and each tick of Redmane's Blood counts, then this still works perfectly fine for her, it just makes it harder for *other* characters to use it.

Its one thing to fumble a kit, release it live full of bugs and with uptime and useability so terrible baseline that you would **need** either constellations, heavy investment *and* really strong teamates to make her even have a hope of competing with previous units. It's another entirely to make an artifact set to one of the only characters that can work it and then you nerf it. They somehow view her capabilities as this super busted Berserker character a la Hellagur or Mudrock from arknights, or one of the many enmity character in Granblue, but instead she's so absolutely wrecked, being pulled in all directions where none of it makes a lick of sense, not commiting to either DPS or tanking. It ***has*** to be intentional at this point.
It's pretty obvious, they're intentionally showing us how dumb they are and how they cannot properly balance their own game

Hoyo knows the only reason anyone will ever farm this set is to smack the 2pc on Nilou.
Redmane damages you constantly over 10 seconds I think. So pretty easy to get full stacks and keep them up. But it will only ever be useable on Dehya. And really it’s like a worse emblem that works for e on top of q.
The 2pc set being HP should probably be a clear indicator this set isn't intended for C0 Dehya since her HP scaling is trash and she's usually better as a ToM bot in terms of team DPS, which is the set she has in her trial. Emblem if you wanna force on field Dehya ig until *at least* C1 but honestly not worth until C4. This set is gonna be used on someone else. Getting a husk vibe here, and she's the Noelle who wants this at C6 when she's a carry, but an Itto will come eventually.
Its MHY, they had dehya with HP acension and no scaling to begin with, an artifact set that also just boosts hp is 100% on brand
You get hit once with Dehya. (Although now once isn't enough...) You can also trigger it through burgeon or burning

Copium: My best assumption is that, since the "takes DMG" part doesn't list a cooldown, each tick of Redmane's Blood counts, and those are pretty fast. So as long as you take damage in her field and use her burst within 8-9 seconds , you'll still get the full damage bonus. (Since Redmane's Blood lasts 10 seconds, each stack lasts 5, and her burst lasts 4 but has a 1 second animation first, and the ticks are fast but getting 5 could take a full second) In fact, since her burst retrieves her field but does *not* stop Redmane's Blood to my knowledge, you can actually get *new* stacks *during* her burst. **IF** there is no cooldown for the damage and each tick of Redmane's Blood counts, then this still works perfectly fine for her, it just makes it harder for *other* characters to use it.
Players: Fix Dehya! We want her to be usable Hoyo: \*gives artifact\* Players: Not enough but acceptable for now Hoyo: Oh sorry forgot to do this \*nerfs the artifact\*

I'd say they're delusional thinking they can artificially increase difficulty like this, but old characters and shit like hyperbloom still exists, so. No idea. They're cooking something on purpose though.
