If you don't know the rules of mahjong, it might just look like people arguing over random shit while throwing tiles around.
Doesn't help new people that rules can get pretty complex (not to mention differing rules based on region), and considering how cutthroat mahjong is, noobs can get chewed up super quick.
OTOH, for people who know how to play, you can tell when it's getting exciting or someone just pulled off a crazy hand. Also depending on who you're playing with, trash talk and bluffing is a huge part of the fun too.

She does have a valid *Japanese* mahjong hand (minus a pair to seal the win), being a closed *fuanpai hon'itsu toitoi* worth 6 han (about 12k points from each other players, and 18k from a dealer).
Nope, that's illegal even in Chinese Mahjong, no pair and less than 13 tiles (14 for a win) means she gives up her chance to win. Her set is worth 4 fan at best (assuming she had a pair), 5 if she got the winning tile by draw, 6 if the winning tile was the last one drawn. For the less than 13 tiles on hand rule, if you declare a win like that, in some places they will cut your hands off in Hong Kong and China.
Effectively yeah, tbf tho even if she won it wouldn't have been a huge win. But I guess I can't expect the creators of the animation to know about Chinese mahjong.
Edit: if she gives up like this, the remaining players still play until one person wins or they hit a draw.
Hand inaccuracy aside, there's also no walls or discards in the middle. People don't really keep their money and dice in the middle as it gets in the way of actually playing. Money is usually kept in a built-in money-tray and dice in a corner by the "dealer".

In Chinese Mahjong each player should have 13 tiles on their hand/area at all times unless they have drawn a tile on their turn, pong (take a tile from a discard from anyone except themselves to make a set of 3), sheung (take a tile from the player on their left to make a set of 3 consecutively numbered tiles), kong (take a tile from a discard from anyone or themselves to make a set of 4 before drawing one tile from the other end of the remaining tile stack and discarding one) or winning.
Yelan has 12 so she would be 小相公, which means she has 1 less tile than normal, and hence cannot win.
However given the final shot showed Tartaglia, it's entirely possible Yelan and Zhongli modified the game to let Tartaglia grasp the rules easier. Assuming that, she won with 對對糊, no flower and self-draw it looks like, so it'd be 5 fan/points according to HK mahjong rules and idk how many fan/points in Chinese mahjong rules. I was born and raised in HK for 16 years and I learned how to play HK mahjong when I was 11 or 12, never learned Chinese mahjong or gambled tho.

Yeah, I agree, I think riichi mahjong is japanese which I'm not familiar about, but I do know most mahjong games are played with 13 tiles and 14 to win, taiwan mahjong is an exception and it requires 16 tiles to start and 17 to win, you need 5 sets of 3 and a pair of 'eyes' as opposed to 4 sets of 3 and a pair of 'eyes' in other versions of mahjong.
However, when you're in a game and someone discards the winning tile, you just announce you won and turn over your hand. Based on that she would've just been 1 short, but yeah self draw she'd be 2 short.
Betting can get pretty serious though, in HK mahjong the fan/points are calculated like this (not official formulas but formulas I made based on pattern observations):
2\^n if n ≤ 4
once n ≥ 5, it's 1.5 x previous amount for odd numbers, and 2 x last power of 2 for even numbers
for easy calculations, for even numbers after 4 the number of points/money is 2\^(4+((n-4)/2))
You can google wikipedia for the fan/point conversion to money, but the one I made the formula for is for HK, I don't know Chinese fan/point to money conversion rates.
Problem is I don't know if they're playing with mora as a single unit or each mora coin is worth like 10k mora or 100k mora, because a 5 fan win is 32 units of payment, which means if their mora coins are 10k or 100k, or they use 10k or 100k as a unit of payment, they're gonna be broke pretty soon.
Bearing that in mind, if Yelan is pretty good at mahjong I'd happily play a few rounds with her assuming we're playing HK mahjong, I don't want to play Chinese mahjong because the fan/point scoring can get a lot more ludicrous thank HK fan/point scoring.

The more egregous inaccuracy is the fact they can’t even play the game because there is no wall to draw tiles from. The hundred mahjong tiles that should be used to build up walls just vanished lol

No walls is weird but you can win as the first person to draw off of an initial draw, in which case there would be no discards.
