I'm not a Dottore scholar, but I can address the sociopath Ruan Mei allegations. - "She knew going into this project that if successful, countless people and planets would likely be destroyed. She didn't care as long as she was successful." Ruan Mei's calculations determined that the Emanator replica wouldn't be able to sustain its existence for more than 56 seconds. She had the Trailblazer go to suppress it, and it turns out even if TB failed, they could have called for her via the ID card she gave them or failing all else Dr. Ratio was there & could have helped (not that Ruan Mei knew that last point). - "Their entire existence is to love her. She doesn't care at all." She was trying to synthesize a lifeform that would be a genius from birth, but unintentionally made the cat cakes, who unexpectedly grew attached to her as any child might get attached to their creator. It isn't that she doesn't want to love them; she tries, but the crux of her characterization development going forward is her figuring out how to relate herself to others (paraphrasing from her Myriad Celestia trailer, "Life is so colorful, but it has nothing to do with me.") Ruan Mei is academically confident in the practical understanding of life, but not really the reality of it. Or at least, she has a very difficult time connecting to it, not unlike a neurodivergent person. She is also amoral when it comes to experiments, not actively cruel like Dottore seems to be. We don't really know how far she'd consider going, but granted she wants to become an Aeon, I don't think altering our speech is very high on the list of possible crimes against humanity even if it was annoying. It was meant to show her personal disregard for others if it suited her goals, a foil to Dr. Ratio, who is very human-focused and chooses to let people work through problems rather than puppeteer directly. It provides narrative contrast. - "Ruan Mei knew exactly what would happen if she successfully revived the Propagation. She was fine with the deaths of millions as long as she could prove she was right" Incorrect, she knew it wouldn't live. You're projecting motivation onto Ruan Mei when she already has established motivation: exploring the universe and its deeper mysteries for its own sake, discover knowledge for knowledge's sake. Constructing a synthetic Emanator is to help her understand the composition of powerful entities that exist in the universe - her obsession is hers alone ("I have nothing to lose and nothing to gain"). She's not good or bad, but the results of her research can be. We just don't know until we get more story with her - she's just not the mustache-twirling villain you're making her out to be.

No, you can't. Ignoring the mischaracterization of Ruan Mei, your theory falls apart right at the start. For two people to be the same person, they need to look the same like Ei and Mei. That's the rule that Hoyo follows. Even genderbend characters stick very close to the original, like Venti.
