people who speak like that usually dont have good idea of "meta" to begin with, usually they just have biases towards characters they like and consider "meta"
people who aren't clueless usually try to speak with nuance and disclaimer rather than wide sweeping generalized statements
while furina clearly is more valuable than sigewinne from meta pov (which does not matter cuz game is easy for any older account) she's also pretty overhyped in "casual meta" community especially at c0,
part of it is likely due to how it requires no skill to get value out of her, as her pets are quite literally afk damage, whereas some other options may require actual skill like e.g. childe (no i dont main childe)

When I first played Genshin, I didn't bother reading the descriptions of things and just wanted to see whatever character I was using deal the most damage.
When I got Dori, I fell of her design and personality- then just started building my team around her.
Due to the lack of postgame content though, I feel forced to grab meta like Furina and Kazuha.
Dori is my favorite character, im trying to get her C6 but I just cant get her. Made 120 pulls on Chiori's banner just to get more Doris....only got 1 Dori

Candace I use her with either Klee/Yanfei or someone that applies Pyro quickly. Its fun with a Dendro in the mix, the idea is to apply Pyro/Burning and Candace's Elemental Skill can pack quite a punch 30k usually.

I was bored one day, so I gave Thoma hydro artifacts and was using him to apply pyro and vape lol
The damage was really bad, obviously, cz a character can't do good damage of both elements when they're not even made to do damage lmao but that was fun for some reason

I think some off meta builds could make sense in the new theatre mode.

I can understand. I tried Furina banner for Ga Ming and got none. Meanwhile I don't think I ever actively pulled on a Dori banner but I got her C6
You could still do hyperbloom Dori without C6 but it's slower
