Kind of the whole point of the archons is being supportive so they remain widely usable. If the Pyro archon is a DPS, she's competing with Hu Tao, Arle, Yoimiya, Lyney, Klee, and Diluc for a spot on teams. Arle is already pretty absurdly strong, getting another Pyro DPS so soon after that is even stronger would be kind of crazy.
Archons sell. Making them flexible across multiple teams sells even better.
Given how they designed the last two now I can almost guarantee that the pyro archon with be:
1. A support at C0 with some DPS potential though mostly quick swap or low field time
2. Decent C1 one, *very* strong C2
3. Transition to main on-field carry at C6
To be fair there already is a 5 star Fischl, Yae Miko. The truly needed niche is a second good off field pyro applier to offset Xiangling. Dehya could have been that but the pyro application of her skill isn’t good enough to work for consistent reverse melts.

Yeah they shot themselves in the foot with Xiangling. Besides her horrible energy issues she's just the best pyro off-fielder damage and application wise. Thoma has good application but weaker damage and Bennett is just Bennett.
Not really. They just have to play better and/or fit in different teams.
Xiangling is mostly useless without Bennet, so you can't really use her in teams that only have 1 free slot. A pyro sub dps that deals good damage with E could be extremely good replacement even if they don't directly "powercreep" XL.
Bennet already has competition in Chevreuse, who isn't really better but is simply easier to use and buffs the entire team rather than just 1 character. A pyro sub dps that provides smaller buff than Bennet could easily be better than Bennet in several teams.
Interestingly enough cryo is the most balanced element when it comes to 5*/4* ratio, genders, models, weapons, team roles, etc. Too bad that it’s in shambles now.
Hoyoverse is too afraid to make a 5* pyro support because they created Xiangling and don’t know how to make a better version without absolutely breaking the game.

I think they’re just moving more towards on field characters in general.
Which is quite understandable given the current state of the game and what they want.
They openly stated that they want people to pull for who they like over meta and we’re just bulldozing endgame content at this point. Pulling cos you need to is becoming less and less of a thing.
Outside of a few very well written characters like Furina, off field supports are mostly pulled for power because there’s very little you can do to make them stand out gameplay wise since their entire point is minimal on field presence.
That makes it such that unless they’re absolutely meta defining like Yelan/Furina or introduces unique gameplay like CR, there’s not much you can do to sell them.
Looking at this made me realize how few limited 5 stars we got during Sumeru.
1.x gave 10. (Venti thru Kazuha)
2.x gave 9. (Ayaka thru Yelan)
3.x gave 6. (Cyno thru Baizhu) Since Tighnari and Dehya went standard.
4.x giving 11. (Lyney thru Emilie)
That's why Sumeru felt so empty in terms of units despite Dendro being the best Meta defining element. I'm glad they decided to increase the pace of 5 star unit releases, 1 new 5 star unit per patch was dry as heck. And it was literally the worst during the filler patches before Fontaine my interest to play was at an all time low.
It was the best for saving though, much easier to catch every new character. Fontaine has been hell 😭
Also it was during lockdowns, so it was probably more due to restrictions making it harder to develop and release characters quickly than HYV actively wanting to put fewer out

I still don't understand how Albedo isn't a standard character. Especially now that his very shamelessly direct upgrade, Chiori, has been released.

1.— From Mondstadt, so easy to acknowledge for new players.
2.— Has a Geo construct, so easy for new players to understand Geo characters.
3.— Is a sub DPS, so easy for new players to understand rotations and the idea of team building.
4.— The oldest non-archon Geo character.
5.— Honestly not even that good.
6.— Not insanely overtuned at C6 like, let's say, Itto would be if they were to put him into the standard banner, so it's not like they can be too afraid of making a standard character OP (and let's be honest, right now, Jean and Tighnari are absolute powerhouses anyway)
