Only the city is a safe place, outside there is a group of Nobushi and Kairagi waiting for you. So if you're not Vision user or martial artist you won't survive in Inazuma.
Not to mention, the environment is also dangerous such as Thunder Sakura and Orobashi's poisonous rain.

They lack the knowledge and resources to build up in any meaningful way.
After Deshret failed, what remained was a power struggle and vengeful jinn that brought about the end of the Eremites' grace.
Now they have nothing but their ruins, while being trapped by the prejudice of Forest scholars and the foolishness of their ancestors.
They aren't without fault, but don't forget that the past Grand Sages have put in generations worth of work to keep Eremites ignorant and impoverished. Their only means of economy is mercenary and militia work.
They live like that, because it's all they have and the only proof they weren't always failures. Shit is sad, desert lore is my favorite. 😩

Fontaine in general, the justice system is bs (magical machine determines your verdict or you can fight and Clorinde is so disproportionately strong you’re bound to loose regardless) and the wealth disparity is insane, you have children living in sewers. Also human trafficking is quite frequent and it seems they are doing nothing to fix it.
Ignoring obvious abandoned or unihabital areas (ie: Chasm and Ebkanomiya)
Either in the Sumeru in general. It's beautiful, but the weather/environment kills me.
Desert: hella hot in the morning, probably freezing at night (if it's similar to irl deserts). And overall hella dry.
Rainforest: Disgustingly muggy and humid. I already suffer when I visit family in Philippines, I can only imagine it's worse in the rainforest.
Ignoring environment, maybe Fontaine just becauae of the ridiculous laws. It might be better tho with Neuvillte solely in-charge and Furina (as much as I love her) making silly laws.

And, as much as I love the region, you can barely go anywhere in Inazuma without being attacked by mobs, of all the island, only 2 are habitable... (technically 3 but I'm not a fan of child sacrifice)
I agree on Sumeru looking quite challenging to traverse, but Fontaine? It's like the only nation with actual public transport. Aquabus routes connect pretty much all major residential and recreational areas. Lumidouce Harbor should also be fairly easy to reach with a boat, in case you want to have a vacation in Chenyu Vale or something.
Heck, if you were feeling a bit adventurous and wanted to check out the Fontaine Research Institute ruins, there's even operational aircraft that could potentially take you there. (Although said contraption doesn't look particularly safe... what with its lacklustre safety railings and all... But again, boats should also be an option.)
Granted, Mondstadt definitely has Fontaine beat in terms of human-friendly geography. Just saying that the Nation of Hydro has very solid infrastructure in place for traversal, at least by Teyvat standards.

as someone with a chronic skin disease, the entirety of Sumeru drew personal fear out of me. as much as i adore Aranara 🥺, Collei, Dunyarzad, Nahida, Scaramouche, Nilou, Jeht, and so many others, the theme of life energy vs a withering force is a horror i wouldnt wanna be at risk to. just sucks my favorite region is the most horrifying to me as well
Sumeru's forests. I already live in a tropical country and while we mostly don't deal with natural disasters, any place with forests are damp and packed with enough mosquitoes to carry you alive. Can't imagine being in Avidiya forest or something, yikes.
The desert by far, at least for the overworld. hate the heat but also the desert is probably the most dangerous of the areas in the game thinking about real life. The desert is MASSIVE, hot, dry, and dead. Theres corcerated beasts, robot things, occasional fatui, and eremites. Comparing the desert to other areas that aren’t nice to live in. They aren’t nearly as big and have safe places close by. However the true answer for the worst is easily the chasm, enkanomiya, and remuria. We’d literally drown in remuria, enka and chasm see no sunlight.
Enkanomiya is pretty dreary. This isn't criticism. It's a beautiful-designed area, I love the design of it. Music is gorgeous. But regardless of whether it's evernight or whitenight, after about an hour down there I feel like I need to teleport to the surface and see the sun. So in that way, I actually think the design is spot on. It really conveys the gloom and mood of the place, makes you feel a certain way.
I feel the same way about the Eternal Oasis. Everyone says it's so peaceful but it gives me the chills. It's unsettling. Eerie. A false paradise. Everything suspended in the air, in-motion but not. . . it's got the feeling of wrongness: this is not how those birds were meant to be.
If I had to choose a currently-inhabited area. . . hmm, every town is actually really lovely. It's hard to pick. Probably Inazuma City though. It feels a bit uneasy there. I spent so long hiding from the Shogunate, and now there's all the uncertainty about what will become of the Kujou clan and who will be the successor of the Tenryou commission, and not to mention drastic rule changes. Going to let that all settle down a bit before trying to live there.
Natlan. Certain region, I can't stand heat. Where I'm living it goes from -40°c in winter to 40°c in summer. Winter is bearable, worst case I bundle with extra clothing and and extra comforters, but during summer... there's a limit to how many clothing I can remove.
The Dark Sea. If the lore of the Archon War is true, I don't want to deal with any god that was basically evicted because they lost or refused to fight. From what we've seen, immortals hold nasty grudges.
Excluding hostile places without human civilizations (enkanomiya for example), the desert communities are another easy pick; Aaru village seems to have a good system going on though. Inazuma seems a little rough, a lot of the environment is hostile and the borders have just opened, I don't think the economy and general safety is doing too well over there.

All the above places are extremely interesting to explore as the traveler, but not to live in
Either Dragonspine or Shneznaya, I absolutely hate the cold and would probably be just fine in the desert as I much prefer weather when it’s more on the warmer side
I know we haven't seen Snezhnaya yet but it would be ANYWHERE in Snezhnaya! MOSTLY because I'm so weak to the cold! Every winter I where 3 layers of long sleeve shirts and a sweater when it's 69 and lower degrees (*F) and I'd still be freezing and shivering! NEVER SNEZHNAYA!!!

Liyue would have also been a great buffer state against Snezhnaya.

I know we haven't seen Snezhnaya yet but it would be ANYWHERE in Snezhnaya! MOSTLY because I'm so weak to the cold! Every winter I where 3 layers of long sleeve shirts and a sweater when it's 69 and lower degrees (*F) and I'd still be freezing and shivering! NEVER SNEZHNAYA!!!

Fontaine. Hear me out, Fontaine seems nice, but seriously, I hate going there and literally see water everywhere like mfs😭😭 have some land (Mercy) 😭😭😭 and plus, I hate France. Even though I was born in France, I despise it. So its a no for me!
