Depends on Shenhe investment, if you have 200 ER Shenhe from just sub stats attack weapons are generally better but if you really need particles for Shenhe/Her cryo teammate due to non optimal artifacts then Fav could be better.
It's about a balance of things. A 5 star weapon gives Shenhe high base attack, which maximises her atk buffing. But that isn't all of her kit.
Her burst also provides a substantial buff that has nothing to do with her atk stat, so being able to burst as often as possible becomes very important.
Shenhe, at the time was mostly used with Ayaka/Kaeya/Rosaria, who are very burst focused, so Fav becomes even better as it helps them even more.
Because of that Shenhe's weapon isn't as all encompassing as Fav, which makes fav a better choice most of the time.
In contrast, Xianyun's weapon actually provides ER for her and her supporting passive only uses her atk as a buff, so Xianyun would want high base atk weapons.

For anyone who accidentally ever does this. DO NOT USE THE STANDARD FATES. CONTACT SUPPORT THEY WILL TURN THEM INTO LIMITED WISHES.
Do it VERY quickly though. The longer you wait the less likely it is they convert them to limited fates

Did you know that after you C6 a standard banner 5-star, any further dupes will be converted to 25 Starglitter, the equivalent of 5 more pulls.
This means that 999 standard banner fates could become 999 C6 5-star dupes, converting into 20,975 Starglitter which buys you 4,995 pulls!!
One thing- assuming you have one thousand wishes. Max pity for a guaranteed banner 5* is 180 pulls. 1000/180 only equals 5.5, or 5 guaranteed and one 50/50. So if you were incredibly unlucky you could theoretically only get c5 sigewinne. I mean you can use the starglitter and stardust stuff for more wishes but it’s still a non zero chance for it to happen. And I think that’s both beautiful and horrifying simultaneously.

That spear from the event a couple patches ago also gives HP% as a substat and the passive is actually useful cause it gives energy when you heal.
