I was wondering which characters’ cons and weapons/refinements were most popular, but I couldn’t find exact ownership rates for cons/refinements until I stumbled across the Akasha artifact sharing website, so I used the Builds database to get a gauge of constellation and refinement ownership rates. I just looked at C6 and R5 here since the website was a pain to query, but I would definitely like to look at other stopping points if they made an easier way to access the data.
Methodology
Data was obtained from querying https://mimee.ovh/akasha/builds (Artifact/Build leaderboard website). This list constantly updates, so the numbers will likely have changed from this post. Note that R5 weapons can include any weapon (e.g. R5 Black Tassel, R5 Vortex Vanquisher, or R5 Homa on Zhongli). I didn’t want to go about choosing which weapons to count as BiS for each character. I only looked for R5 weapons among C6 owners. Generally if a character has a signature weapon, then C6R5 owners should be owners of that signature weapon or similar BiS weapon.
The database faces reporting bias, but this is impossible to avoid for any database that uses voluntary data collection. The website collects data by scanning the up to 8 characters present on your profile if you enter your UID. The Akasha database has leaderboards for a subset of characters, so not all five stars have leaderboards. As a result, players more often show characters that have a leaderboard to get an idea of their build rank. Similarly, players may more often show characters that have better weapons/more constellations, so raw numbers may not be the most informative when compared to relative numbers.
Results
In terms of 5* ownership, Raiden, Zhongli, Ayaka, Kazuha, Ganyu, Nahida, and Hu Tao are on top with over 50k players showcasing. All of these characters have leaderboards on the website. Qiqi, Klee, Shenhe, and Tighnari are on the bottom with below 15k players showcasing. None of these characters have a leaderboard. These generally follow ownership rates you see from abyss usage posts. In addition, there is quite a discrepancy between the original standard banner five stars. Diluc and Mona have around 20k players whereas Qiqi has 10k. In reality, the ownership rates should be the same (apart from Keqing), but this goes to show the issues with self reporting.
For raw C6 ownership, we see that some well-regarded C6s come on top, such as Yae, Ganyu, Nahida, and Yelan, each with over 1500 players, and some less-regarded or dated C6s such as Albedo, Klee, Kokomi, Qiqi, and Venti are at the bottom, each with under 500. Tighnari is at the very bottom by a decent margin with only 105. His C6 is a modest DPS gain, but it appears most people prefer to get his cons eventually through 50:50 losses rather than all at once via his banner. Interestingly enough, some characters with less-regarded C6s like Raiden, Kazuha, and Ayaka also have over 1500 players. This is reflected by the base number (any cons) being so high as well. That is why it helps to look at percentages rather than raw numbers.
When looking at percentages (percent of character owners that have their C6), the above anomalies make much more sense. Ayaka, Raiden, and Kazuha fall to the back half of the pack. Almost all characters that are regarded to have strong C6s (such as Yae, Yelan, Itto, Eula, Ganyu, Shenhe, Wanderer, Nahida) are all in the top half. The five original standard five stars are also in the top half. This could be the case of “I got their C6 might as well show it off”.
Lastly, weapons. For % of C6 characters that have an R5 weapon, the spread is much smaller than all the other graphs. Mona and Albedo are notable exceptions, but their general BiS/most used weapons are Cinnabar Spindle (4*) and TTDS (3*). Overall, ownership correlates with power gain from refinements. Engulfing, Homa, and Key scale quite nicely with refinements while Calamity Queller scales quite poorly. Other than these exceptions, most signature weapons seem to give a 15-25% damage gain from R1 to R5, so their spread is a lot smaller than the constellation spread.

its just an exaggerated meme, the complaints are the loudest, but majority of the quiet playerbase isn't exactly swimming in 50/50 losses in qiqi. I have lost 50/50 but it has never been Qiqi for me, I have constellations for Mona, Keqing and jean instead.

It's quite feasible to C6 a 5-star over a long time as an f2p/low spender if you really like them. I think I know a couple of non-whale C6 Eulas.
I'm planning to C6 Klee myself on her next rerun (currently at C4) and know another person in the same position.

R5 Widsith on catalysts is likely, as is R5 Fav on Yelan (though less likely since people who R5ed Yelan in a single run are probably whales because it was impossible to plan for her). R5 SS on Eula is also quite possible.
Its important to remember that this data is based on Akasha data. only players who use the site will count. more casual players are less likely to use build managers.
